The Saudi Ministry of Hajj and Umrah recently announced significant updates to the regulations governing temporary work visas for Hajj and Umrah services. These changes are part of broader reforms aimed at enhancing private sector flexibility and aligning visa policies with labor market demands.

One of the most notable changes is the extension of the visa duration. Previously, visa holders were allowed to stay for a maximum of 90 days. Under the new regulations, visa holders can now stay for up to 90 days and extend their stay for an additional 90 days.

The ministry has also introduced a longer visa grace period, extending it from Shaban 15 to the end of Muharram. This will give businesses more time to manage their workforce and operations during the Hajj and Umrah seasons.

To further support the private sector, the updated regulations allow businesses operating during the Umrah season to expand their access to these visas. This will make it easier for companies to hire temporary workers and meet the increased demand for services during this period.

In addition to these changes, the ministry is also implementing stricter governance and transparency measures in visa-related procedures. This includes setting specific timeframes for completing the visa process and requiring businesses to provide a signed employment contract and mandatory medical insurance for workers before the visa can be issued.

To prevent misuse of the visa system, significant penalties will be imposed on violators. Companies caught selling temporary work visas may face fines of up to 50,000 Saudi riyals and could be blacklisted from providing Hajj and Umrah services for up to five years.

These changes will take effect 180 days after approval, giving businesses ample time to adapt to the new system and ensure smooth operations during the Hajj and Umrah seasons.
