- Performing Hajj without a permit: 50,000 Saudi Riyal fine
- Transporting pilgrims without a permit: 50,000 Saudi Riyal fine
- Expatriates violating regulations:
- 6 months imprisonment
- Deportation from Saudi Arabia
- 10-year re-entry ban
- Public announcement of the violation through media channels
